Why 4P Collective exists
Across community safety, legislation, national evidence, statutory guidance, local intelligence and examples of strong practice sit across different organisations, systems and sources. Local leaders are expected to connect those pieces while also responding to operational pressure, emerging risk and changing expectations.
The result is not simply duplication of effort. Important learning can be missed, responsibility can become blurred, good practice can remain isolated and organisations can spend significant time rebuilding answers that already exist elsewhere.

4P Collective was founded by Wendy Sims after more than 22 years working across frontline practice, operational leadership, strategy, commissioning, safeguarding and complex multi-agency community safety systems.
Across those different roles, the same challenge appeared repeatedly: when legislation changes, guidance is published, a new strategy is required or leaders need assurance, local organisations often have to begin the work of researching, interpreting and connecting the evidence again. 4P grew from a simple question: What would genuinely help people do this work better? That question continues to shape the research, resources, Health Checks and commissioned support developed through 4P Collective. For Wendy, the work is also about stewardship: using the experience, skills and insight developed over a career to serve others well, strengthen the people carrying difficult responsibilities and contribute to safer communities.

Wendy brings more than 22 years of experience across local government and the specialist voluntary sector, spanning frontline practice, operational service management, regional leadership, strategy, organisational development and borough-wide system leadership.
That breadth matters because community safety rarely fits neatly within one service, profession or organisational boundary. Wendy understands how national expectations translate into local systems, how strategic decisions affect operational practice and how the quality of partnership arrangements can ultimately affect people's experience of services and protection.
Through 4P Collective, she combines that practical experience with research, evidence and independent challenge to help organisations understand complex need, strengthen strategy and governance, improve services, develop professional practice and turn evidence into accountable action.

4P is interested in evidence because of what it makes possible: better understanding, wiser decisions, stronger practice and clearer accountability. Four lenses. One connected approach.
4P's four lenses are not separate workstreams. They are different questions about the same system. Strong community safety arrangements keep people visible, support those responsible for delivery, act before harm escalates and provide effective protection when it is needed. Partnership runs through all four.
People
Who is affected, who is heard and who may be unseen? The dignity, voice and lived experience of people and communities matter. So do the capability, confidence and wellbeing of the workforce and the leadership and relationships that shape culture and change. People should never disappear behind processes, structures or data.
Practice
Are people equipped and supported to do the work well? Good intentions need to be supported by strong professional practice: clear standards, effective pathways, reflective supervision, learning, appropriate challenge and the capability to respond confidently to complexity.
Prevention
What can we understand and act on before greater harm occurs? Prevention requires attention to patterns, earlier identification of risk, thoughtful use of evidence and action on the conditions that contribute to harm. It is about using knowledge and resources wisely rather than waiting for crisis.
Protection
When harm occurs, do the arrangements genuinely protect people? Protection requires more than policies and governance structures. It requires clear responsibility, safe pathways, effective safeguards, accountability and the ability to recognise when arrangements are not working as intended.

Wendy Sims leads every commission, with trusted specialist associates engaged where additional expertise or capacity is required and with the client's agreement. How the work is undertaken matters. Independence should not mean distance. Challenge should not mean judgement. Collaboration should not mean avoiding difficult conclusions.

We begin by seeking an honest understanding of what the evidence says. Our work draws on research, data, legislation, statutory guidance, local evidence and professional insight. We do not begin with a predetermined answer and work backwards to justify it.
Practice-informed
Evidence has to survive contact with the real world. Our work is grounded in operational experience as well as research, recognising the difference between something that works on paper and something that works for practitioners, services and communities.
Independent and constructive
Independent review should provide useful challenge, not criticism for its own sake. We say what the available evidence supports, including where conclusions may be difficult to hear, while remaining proportionate, fair and focused on what can be strengthened.
